For a joint venture of Canadian and Chinese railcar builders, the planning and direction of a US$20 million project for the renovation and new construction of a railcar manufacturing complex in the Shandong Province of China. This project posed a unique challenge to harmonize the interests of owners, design firms and agencies, and construction firms and agencies in the construction of world-class facilities.
